Augest, 1985, the Belkan Federal Law Review took place. Belka was suffering from economic strife. On January 23rd, 1994, an extremist right-wing party took place within Belka. And, on May 16th, 1995, Belka waged war against the world, as they did so many times before. Cipher, a mercenary fighter pilot, took command of the Galm Team, under the employment of Ustio. His wingman, Larry Foulke, was also a mercenary.
